項目管理就是對項目進行計劃、組織和控制，項目管理是一項十分復(fù)雜的工作。無論是項目的提出、咨詢、論證、設(shè)計，還是項目的施工、投產(chǎn)、運行，以及以后的改造、更新，都是一個動態(tài)發(fā)展的系統(tǒng)工程。它需要多學(xué)科、多部門、多地區(qū)、多技術(shù)的協(xié)調(diào)。

項目管理包括立項、建設(shè)和運行三個階段的管理。1、立項階段是整個項目管理的初始階段，它關(guān)系到項目要不要上的問題。2、建設(shè)階段是工程實施的重要階段，不同性質(zhì)的項目有不同的建設(shè)目標(biāo)和條件，包括項目規(guī)劃、項目活動計劃和項目控制。項目規(guī)劃主要涉及確定項目總體目標(biāo)、資源需要量、項目組織形式、項目經(jīng)營人選等問題。3、運行階段不僅要求能夠維持正常的生產(chǎn)，而且需要改造和更新。否則，經(jīng)過一段時間后，產(chǎn)品老化落后，缺乏競爭力，也缺乏自身發(fā)展的能力。
